Has anyone gotten .htaccess files to work on their PWS?
When I upload the file, it not only didn't work, but it wasn't
visible in the directory. It was there, but it just wouldn't show.
It took some doing to delete it.
You need to list the directory contents with "ls -l" to see
it. But you're correct, it doesn't work.
AFAIK, Vz doesn't allow user access to an htaccess file. They want complete
control over the space - not the user. CHMOD it to 644 and they couldn't
get in to see what's going on.

Not correct. Root can see anything. I believe the default permissions
for .htaccess is already 644. 644 permission is read access for group
and world. Web browsers get 403 error.
